Description: Restrict payments out of the Second Injury Fund and set a priority for paying claims. The fund is short of money to cover all the claims. Also impose various restrictions on Workers' Compensation coverage. Exclude persons in prison. Release from liability a co-employee performing non-delegable duty of an employer in some circumstances.
